Purpose of this RFP

FMMHA is seeking to establish a select group of qualified professional development partners to deliver high-quality, specialized on-ice and off-ice programming across all divisions for the upcoming hockey season.

As part of a strategic shift, FMMHA is moving away from a high-volume provider model toward a focused partnership approach, where each selected partner will lead a specific area of development across the association.

Areas of focus may include, but are not limited to:

  • Player Skill Development (e.g., skating, shooting, position-specific)
  • Goalie Development
  • Team / Systems Development
  • Female Development
  • Coach Development (on-ice and classroom)
  • Off-Ice / Fitness Development
  • Sports Psychology
  • Nutrition

Proponents are encouraged to submit proposals that demonstrate clear specialization, along with the ability to deliver programming consistently across multiple teams, levels, and age groups.

Partnership Model & Benefits

Selected partners will enter into a structured relationship with FMMHA and will benefit from:

Scheduled Development Integration

FMMHA will coordinate and schedule:

    • Pre-season development sessions
    • In-season team development sessions

Access to Ice for Additional Programming

    • Teams may purchase additional development sessions using team funds
    • Sessions will be delivered by approved partners on FMMHA-allocated ice

Promotion Opportunities

    • Each partner may promote external camps or development opportunities
    • Promotion through FMMHA communication channels (e.g., social media) is permitted up to three (3) times per season

Partner Expectations

All selected partners are expected to:

  • Maintain a high standard of professionalism in all interactions
  • Adhere to all Hockey Canada safety requirements, including proper use of protective equipment on the ice
  • Ensure all staff maintain current certifications and qualifications in accordance with Hockey Alberta and Hockey Canada
  • Deliver programming aligned with FMMHA’s development philosophy and standards
  • Provide consistent and reliable availability as outlined in their proposal
  • Demonstrate willingness and ability to deliver programming at all arenas within the region, including Anzac and Fort McKay
  • Provide flexible development programming support throughout the season, ensuring the ability to fulfill up to 60 hours of service as requested by FMMHA. Actual hours billed will reflect only the services specifically requested and performed. 

Program Delivery Framework

FMMHA will:

  • Provide ice allocations at no cost to the partner
  • Provide access to meeting space where appropriate

Partners are responsible for:

  • Supplying all required equipment
  • Delivering safe, structured, and development-focused sessions

 Proposal Requirements

All proposals must be submitted in a clear, structured format and include the following:

1. Proponent Information

    • Legal name and operating name
    • Contact person and full contact details
    • Website and/or social media
    • Brief description of your organization and how FMMHA can promote your services to our membership

2. Experience & Qualifications

    • Organizational background
    • Relevant certifications and credentials specific to your area of expertise
    • Experience delivering youth or minor hockey development programs
    • Ability to provide:
      • Clean Criminal Record Check with Vulnerable Sector
      • Valid Hockey Canada ID (minimum certifications: Coach 1, Coach 2, and Safety)
    • Any current affiliation with FMMHA

3. Proposed Programming

    • Detailed description of services offered
    • Session structure and delivery approach
    • Target participants (age, level, capacity)
    • Alignment with FMMHA development goals

4. Staffing & Resources

    • Key personnel and roles
    • Summary of qualifications and experience
    • Confirmation of required certifications and screening

5. Availability (Mandatory Requirement)

All proponents must clearly outline:

    • Seasonal availability (pre-season, in-season, weekends, etc.)
    • Preferred days/times
    • Any blackout dates or limitations
    • Maximum number of sessions they can deliver

6. Regional Delivery Approach

    • Ability to deliver across multiple facilities
    • Approach to consistency across teams and levels
    • Understanding of local scheduling and logistics

7. Pricing

    • Cost per session (clearly defined)
    • Estimated number of sessions available
    • Example scheduling availability (e.g., evenings, weekends, school hours)
    • Any alternative pricing models (e.g., camps, pay-to-play)

8. Additional Value (Optional)

    • Opportunities for additional development exclusive to FMMHA players
      (e.g., holiday camps, spring programming, specialty sessions)
    • Innovative ideas or enhancements
    • References
    • Additional services or partnership opportunities

Evaluation Criteria

Proposals will be evaluated based on:

  • Cost and overall value
  • Alignment with FMMHA philosophy and development goals
  • Experience and qualifications
  • Availability and capacity
  • Understanding of Fort McMurray and regional needs

FMMHA reserves the right to:

  • Accept or reject any proposal
  • Negotiate terms
  • Select multiple partners
  • Prioritize cost-effective solutions in the best interest of members

The selection process will take place in June and we Intend to announce successful Partners on June 30th

FMMHA intends to enter into two (2) year partnership agreements with selected proponents, covering the period from June 2026 through June 2028. At the conclusion of this term, FMMHA will issue a new open call for proposals for future development partnerships.
